Church World Service, the global humanitarian agency, will continue to advocate with the Administration and Congress by calling for the development of comprehensive immigration reform that benefits both residents and immigrants, documented and undocumented, in the United States. CWS supports reform that enables faith-based and human rights organizations to continue to offer hands of help, hope, and hospitality to all persons in need. We are encouraged by the tremendous grassroots movement throughout the country that has called attention to the plight of undocumented workers and brought the comprehensive immigration reform debate into the spotlight. Church World Service is proud to be a part of that movement and debate by calling for legislation that will embrace the mandate to welcome the stranger because once we were strangers in this land. We are concerned that comprehensive immigration reform is presently stalled. However, we anticipate continued work on and debate of the issue when the Senate and House return from recess. We welcome this opportunity to more fully develop fair and just legislation. We stand with other faith bodies in expressing opposition to proposed legislation that would criminalize churches and their members who assist persons in need without regard to their immigration status. We advise and encourage our fellow faith-based organizations and compassionate individuals to continue to extend the hand of hospitality, welcome, and sanctuary to all in need without questioning their immigration status or considering pending legislation. As we wait to see what action the Senate will take, and look toward a Senate and House conference on a final bill, Church World Service asks the Administration and Congress to uphold the U.S. tradition of welcoming the stranger. We urge them to work to develop comprehensive immigration reform that will permit faith-based and humanitarian agencies to continue their ministries of mercy, hospitality, and sanctuary and that will also protect our fundamental rights to liberty and due process. Church World Service is urging its constituents to contact their Senators, in their home offices, during this spring recess to encourage them to support just, fair, balanced comprehensive immigration reform. We continue to ask for Comprehensive Immigration Reform that will: • Provide an opportunity for all undocumented immigrants, who are contributing to this country through their work, to meet reasonable criteria and, over time, pursue a path to legalization and citizenship. (We support earned legalization not amnesty); • Reform our family-based immigration system to significantly reduce waiting times for separated families who currently wait many years to be reunited; • Create legal avenues for migrant workers and their families to enter the U.S. and work in a safe, legal and orderly manner with their rights fully protected; • Develop policies that are consistent with humanitarian values; treat all individuals with respect; allow the authorities to identify and prevent terrorists and dangerous criminals from entering the country, and bolster our national security through effective enforcement. • Protect individuals and organizations who act as Good Samaritans without regard to the immigration status of the persons they serve; and • Safeguard asylum seekers and ensure an opportunity to prove they deserve asylum. Although disappointed that the comprehensive immigration reform legislation is presently stalled, we are relieved that legislation was not passed that contained dozens of hidden detention and deportation traps in both the Senate and House bills. These “traps” could sabotage “legalization” programs and take away our fundamental rights to liberty and due process. We do not support immigration legislation that expands detention beds, increases mandatory detention, expands the definition of aggravated felony, turns police into immigration agents, changes the law around the power of the courts to review immigration cases, expands expedited removal, and overturns Supreme Court case law on indefinite detention. Rather, we encourage amendments that would correct injustices that have resulted from current harsh immigration laws. A domestic and international relief, development and refugee assistance agency established in 1946, Church World Service and the 35 denominations who work in partnership with CWS have striven to respond to the gospel mandate to feed the hungry, give drink to the thirsty, clothe the naked, care for the sick, welcome the stranger, and visit the prisoners.
