Russian Oregon Social Services (ROSS) was established by Ecumenical Ministries of Oregon (EMO) in 1994 to serve the needs of Russian-speaking refugees and immigrants.
More than 100,000 Russian-speaking refugees and immigrants from the former Soviet Union currently reside in the Portland metro area, and the numbers are expected only to increase. Census figures show that no other place in the nation has had more of an influx from the Soviet Union than the Pacific Northwest. Oregon is number two in the nation for Russian-speaking new comers.
Our mission is to successfully integrate Russian-speaking immigrants and refugees into Oregon and southwest Washington communities by providing services that increase independence, enable economic self-sufficiency, and improve mental and physical well-being.
We are currently the only agency that works exclusively with the large Russian-speaking population in Multnomah, Clackamas, Washington and Marion Counties in Oregon, and Clark County in southwest Washington.
Russian Oregon Social Services has been fulfilling its mission in many different contexts. Strong partnerships with local social services agencies, victim service/healthcare providers and government agencies have been a great asset in pursuing our goals. ROSS bilingual, bicultural, and well-trained staff is another invaluable asset, allowing ROSS to scale many of the obstacles preventing other organizations from identifying and meeting the needs of this population.
Having a strong working relationship with the Russian-speaking community for 17 years has enabled ROSS staff to build high levels of mutuality, respect, rapport and trust, allowing us to provide culturally appropriate and language specific services that have a meaningful and effective impact.
All of our services are free and confidential, including:
- 24-hour crisis response.
- Individual and family crisis counseling.
- One-on-one advocacy, crisis intervention, support safety planning.
- Assistance obtaining stalking orders and restraining orders and filing out other forms and documents.
- Accompaniment to hospitals for forensic medical exams.
- Accompaniment to court and assistance communicating with police and District Attorney’s Office.
- Assistance accessing immigration legal services.
- Domestic violence and sexual assault victims’ support groups.
- Assistance applying for crime victims compensation.
- Assistance applying for public benefits.
- Assistance with temporary and transitional housing.
- Mentorship program for survivors of domestic violence and sexual assault.
- Information and referrals.
- Community orientation.
- Assistance obtaining free mammograms.
- Assistance obtaining dental services.
- Translation and interpretation services.
- Cross-cultural education.
